The purpose of the law is to prevent smoking in public places and the public's exposure to smoking, which causes death and disease.
The law prohibits smoking in public places, which are detailed in an appendix to the law.
These places include the following: movie theaters and theaters, hospitals, pharmacies and clinics, libraries, educational institutions including schools, daycare centers and kindergartens, elevators, public transportation such as buses, taxis, trains, including bus stations and train platforms, shops, eateries such as restaurants, cafes, pubs, discos, etc., sports halls and swimming pools, halls or waiting rooms including in banks, post offices, etc., workplaces, government offices, shopping malls, party halls and event gardens, public shelters, synagogues, youth culture and sports centers, youth movement centers and nursing homes. (This list is not exhaustive - please refer to the appendix to the law).
It should be noted that in certain places, as specified by law, the management of the place may designate a separate area or room for smoking, provided that it has proper ventilation arrangements, smoking in it does not cause a nuisance in other parts of the place, and its area does not exceed that prescribed by law - for example, in cinemas and theaters, as well as in restaurants of their type, the area designated for smoking shall not exceed a quarter of the area open to the public. With regard to workplaces, the management of the place may designate a smoking room after consulting with the employees, provided that it has proper ventilation arrangements and smoking in it does not cause a nuisance in other parts of the building, and there are no employees or people present who are or some of whom do not smoke.
According to the law, it is the responsibility of the holder of a public place to post signs indicating the prohibition of smoking, in a size and shape in accordance with the Smoking Restriction in Public Places (Posting of Signs) Regulations, 1984.
In addition, it is the duty of the holder of a public place to supervise and do everything possible to prevent smoking within the public place in his possession, including contacting the person smoking and demanding that he stop smoking, as well as contacting the municipal inspectorate with a complaint about this.

Anyone who smokes in a public place is subject to a fine of 1,000 NIS.
The owner of a public space who has not established signage in accordance with the law is subject to a fine of 5,000 NIS.
The owner of a public place who fails to fulfill his duty to monitor and prevent smoking is prohibited within the area of the place he owns is subject to a fine of NIS 5,000.
The owner of a public place who places an ashtray in a place under his ownership is liable to a fine of 1,000 NIS.
