Auditing in local and industrial authorities operates by virtue of the law (the Internal Audit Law, the Local Councils Ordinance, and the Municipalities Ordinance).
The role of the audit is to ensure that the audited entity operates according to the rules legally established for it.
The ultimate goal of the Authority's Comptroller's activities is to safeguard the public interest by improving municipal systems, while ensuring moral integrity .
In the language of the law, these are the duties of the local authority auditor :
- To check whether the actions of the local authority were carried out lawfully, by the person authorized to do so, while maintaining the purity of morals and the principles of efficiency and economy.
- Check the actions of local authority employees.
- Check whether the examination procedures and procedural instructions used in the local authority ensure compliance with the provisions of all laws, morality, and the principles of efficiency and economy.
- To audit the accounting of the local/industrial authority and to check whether the methods of holding the authority's funds and preserving and maintaining its property are satisfactory.
The main product of the audit work is an annual audit report that is submitted to the head of the authority, the audit committee, and the council plenary according to schedules established by law. After the report is submitted to the council plenary, it is published to the public.
Public Complaints:
- The Comptroller also serves as the Public Complaints Commissioner. Any resident who believes that he or she has been wronged by the Council or any of its employees in the course of his or her duties is invited to contact the Comptroller in his or her capacity as the Public Complaints Commissioner. Every request will be reviewed and every request will be answered.
- The Public Complaints Commissioner handles complaints only after the complainant has contacted the required department.
- The supervisor will review the complaint after receiving it in writing, including full details and signed by the complainant, on a complaint form.

- The supervisor only handles complaints that have not been adequately responded to and/or have not provided a satisfactory response to the issue at hand. Any inquiries regarding current and immediate issues will be submitted directly to the appropriate party handling the complaint.
- At the end of each year, a report will be prepared documenting the complaints and their handling, broad conclusions, and recommendations for improving the council's service on various issues. The report will be delivered to the head of the council and all council members.
