The Treasury Department is responsible for securing the financial resources to carry out the activities that the Council is authorized and required to perform by law.
Its functions are:
Local authority budget management (planning and control)
Management of the accounting information system
Managing the payroll system and payments to suppliers.
Management of the municipality's revenue system (raising resources, collecting taxes, fees and other payments)
Contract and procurement management
Advice and recommendations to the management of the Authority and network units

The Municipal Operations and Services Division is responsible for managing and leading the Council's operational services, to maintain a clean, safe, well-maintained and functioning space. The division coordinates the areas of maintenance, cleaning, infrastructure, environmental quality, supervision, business licensing and emergency preparedness, with a commitment to professionalism, order, service and functional continuity.

The role of the Department of Security and Emergency Services is to prepare the Soviet emergency system to deal with various emergency situations, both routine and in times of emergency, and to provide a response and assistance to activities in the areas of ongoing security.
Responsibility for the supervision and enforcement of municipal bylaws.
The department works to prepare the council for emergencies and ensure proper functioning as much as possible in each of the various emergency situations that may occur in the council. The emergency system operates in a coordinated and integrated manner, in times of routine and emergency, and includes government ministries, the Home Front Command (IDF), the Israel Police, Magen David Adom, and other fire and rescue services.

Business Licensing Department:

Creating a positive and supportive business environment for businesses and industry, providing guidance and support to businesses to streamline the business licensing process and assisting in promoting business licensing, ensuring that all businesses in the council operate legally, safely and in accordance with standards, conducting audits and supervising businesses to ensure compliance with legal requirements.

Environmental Quality Department:

Maintaining environmental quality and sustainability in the council, creating a safe and clean environment for employees and visitors, supervising and monitoring factories and industrial facilities, conducting air, water and soil quality tests, and encouraging the development of green and environmentally friendly industry.

The department works for the enterprises and employees in the council, and provides comprehensive services in the areas of economic development, innovation and employment. We lead knowledge-intensive projects and infrastructure, renewable energy projects, master plans, making knowledge and assistance tools available for the industry, and more. In addition, our employment unit acts as a bridge between job seekers and open positions in enterprises, and develops dedicated training programs. Together, we ensure a thriving business environment and diverse employment opportunities.
