Government ministry requirements for obtaining a license

As part of the business licensing reform, the various government ministries responsible for examining business license applications and granting approval/refusal were required to compile all requirements into a "unified specification " document.

These requirements are published on the "Accessible Government" website for public review and business owners' evaluations in advance .

The publication of the requirements is carried out in "phases", first the specification is published for public review and comments ("draft") and then it is published in the records and becomes binding - both for the business owner and the office granting the approval .

License validity in the new Business Licensing Order (2013) – The new validity of a license as published in the order will be activated only after the publication of a uniform specification for the occupation. If the specification has not yet been published, the validity of the license will be in accordance with the Business Licensing Order (2000).

Adaptation period

New businesses for which a uniform specification has been published – the specification and its requirements are effective immediately .
Existing businesses for which a uniform specification has been published – an adaptation and evaluation period of 3 years from the date of publication of the specification .

National Fire and Rescue Authority :

As part of the reform, which went into effect in 2017, businesses with a low fire risk level will not be required to obtain approval from the Fire Authority in order to obtain a business license, with the aim of simplifying the process of obtaining a business license and allowing the fire department to focus on businesses and properties with a medium and high fire risk level .

The list of types of businesses that fall under this track was formulated by a broad professional team in the Fire Safety Division, and is enshrined in the Business Licensing Order (Businesses Requiring Licensing) (Amendment), 2017 .

Instead, business owners with a low fire risk level will submit a signed affidavit to the local authority, in which they undertake that the business meets the fire department's fire safety requirements. Fire safety requirements for businesses in the affidavit track are detailed in Chapter H of the Uniform Specifications/Specifications documents published by the authority.
